Generally speaking, if the water you see is definitely coming from the appliance, you need a professional appliance repair person. If it is coming from the water or drain sources, a plumber will be better suited. Plumbers are always your best option for anything in your home related to water intake lines and drain pipes, bathroom fixtures etc. Toilets, faucets, tubs and showers, floor drains and outdoor faucets always need the experience of a licensed plumber, like the fine folks here at John the Plumber. The washing machine or dishwasher that is not draining properly could very well be an issue with the appliance itself. Sometimes, it is hard to determine by a visual inspection only.

Garburators, or in sink garbage disposals, are almost always installed by plumbers, but repaired by small appliance repair persons.
